He's motivated by madness of the world, using his deed to magnify the irony and tension in this world. You can still ways to stop a criminal who is motivated by money. But if someone is motivated by madness belief, then there's much less chance to redirect him to other non-destructive behavior because the madness deed itself is his motive..
