Long sleeve under cold weather

Once again I was puzzled at Taipei about how people kept wearing winter clothing like long sleeve jackets, hats, boots and so on when it was obvious so hot that even a short sleeve T shirt seems too much for the weather. I have a very strong feeling that this is just a fashion thing.
